When two players are involved in a pot, the most any player can wager is restricted by what they have in front of them. Thus if one player has more than another, he can only risk what is in his opponents stack. This value is referred to as the effective stack.

Player A had $40 and Player B had $300. The effective stack size for these two players is $40.
